(a) to notify, at least thirty days before the start of operation, the security police designated in the distribution block of Form DD 254 on the following points: (1) By installation for the holder, such as the provision of storage and closure facilities, security services, security forms, security inspections according to DOD 5220.22-M , classified postal services, security badges, visitor screening and security incident investigations; and (2) jointly by the contractor and the installation, such as the packaging and addressing of classified shipments, security checks, internal security checks and the implementation of emergency procedures for the protection of classified information. (b) prior to the start of operations with classified information relating to a facility on Form DD 254, where the licensee does not require a security clearance for the installation, the licensee enters into a security agreement (or agreement) with the assembly manager of the visitor group to ensure that the incumbent`s security procedures are properly integrated into the facility`s security procedures. The agreement must at least identify the security measures that will be implemented: this requirement is included in the visit procedure in the DOD 5220.22-M, National Industrial Security Program Operating Manual. This contract contains a DD 254 form, DOD Contract Classification Specification, and requires performance on a government site in the United States or abroad. Before starting the activity with classified information relating to an appendix on Form DD 254, the contractor takes the following steps: 1) the name, address and telephone number of the representative and the designated alternative of that entity, in the United States or abroad; (2) contract number and contract military command; 3. The highest classification category of defence information available to contractors, which must be consistent with the classification level granted to the company and the cage code in the Common Human Resources Allocation System (JPAS); (4) Facilities located in the United States (in overseas territories) identify only the (s) number (s) APO (s) in which the order work is carried out; 5. The date on which the contractor operated begins on base in the United States or overseas territory; (6) the expected completion date of operations on the basis of the United States or overseas; and (7) changes to the information previously provided under this clause.
